Jewel Dews, 9, and her two younger brothers have been given the opportunity to rediscover the family life they almost lost.

The DC courthouse sees all walks of city life: the good, the bad and the children who don’t have a safe and stable home.

That might explain why 13 of the roughly 100 DC courts judges are adoptive parents.

Patricia Moton, 56, listened to her daughter pose the same question over and over as months stretched into years and she was still living in her District home as a foster child.

"When am I going to get adopted?" Moton recalled her asking.
