Biographies: Errol R. Arthur is a native Washingtonian.  He graduated from St. John’s College High School in 1990, and received his B.A. in English from the University of Maryland at College Park in 1994.  After graduating from Maryland, Mr. Arthur entered the Howard University School of Law.  While at Howard Law, Mr. Arthur was a student attorney in the Criminal Justice Clinic, and Editor In Chief of The Barrister, Howard Law’s Newspaper.

After graduating from Howard Law in 1998, Mr. Arthur obtained a clerkship with the Honorable Mary A. Gooden Terrell of the Superior Court of the District of Columbia.  In that capacity, he worked on a variety of criminal law and child abuse and neglect issues. After completing his clerkship with Judge Terrell in 1999, Mr. Arthur joined the Public Defender Service for the District of Columbia (PDS) as a staff attorney.  While at PDS, he represented indigent clients in criminal, delinquency, and parole matters before the DC Superior Court, United States Parole Commission, and the DC Department Youth Rehabilitation Services.   In 2002, Mr. Arthur started his own law practice.  Mr. Arthur represented clients in the District of Columbia and in Maryland in criminal, delinquency, child abuse and neglect, and civil matters.  Mr. Arthur maintained his law practice until his appointment as a Magistrate Judge.  In 2008, Mayor Adrian Fenty appointed Mr. Arthur as the Chairman of the Board of Elections and Ethics for the District of Columbia where he provided oversight for the District’s Board of Elections as well as the District’s Office of Campaign Finance.  

Additionally, Mr. Arthur, along with fellow Board members assisted in the administration of the District’s elections, the selection and implementation of the new voting equipment, and enforcement of the District’s elections and campaign finance laws. Mr. Arthur is married to Ms. Sherri M. Beatty-Arthur, Esq., and has two children Miles age 10, and Layla, age 7. 

 
Kimberley S. Knowles was born and raised in Bronx, New York.  She received a Bachelor of Arts degree from Cornell University in 1992 and her Juris Doctor from Howard University School of Law in 1996.   After graduation from law school, she served as a judicial law clerk to the Honorable Eric T. Washington, then Associate Judge on the DC Superior Court.  In that capacity, she worked primarily on criminal matters.   After her clerkship, Magistrate Judge Knowles joined the United States Attorney’s Office for the District of Columbia. She served in the Appellate, General Felony, Community Prosecution and Major Crimes, Fraud and Public Corruption and Sex Offense/Domestic Violence Sections, earning numerous special achievement awards.  In October 2004, she was selected to be a deputy chief of the Sex Offense/Domestic Violence Section, where she served until her appointment to the Court.  As a deputy chief, she supervised the investigation and prosecution of cases involving domestic violence, the sexual abuse of adults and children and offenses committed against minors.  She also regularly conducted trainings on sexual abuse and domestic violence issues for various community organizations.  Magistrate Judge Knowles is a licensed foster parent and has one child in her care. 
 
Lloyd U. Nolan, Jr. was born and raised in Pittsfield, Massachusetts.  He has lived in the DC metropolitan area for the last 15 years.  Mr. Nolan received his B.A. Degree in 1988 from American International College in Springfield, Massachusetts.  After Graduation he then worked the next six years doing sales and marketing with both the Nabisco and Kraft General Foods companies.   In 1998 he received his Juris Doctorate from The George Washington University School of Law.  While in law school Judge Nolan was a member of the Faculty Tenure and Promotions Committee, and participated in the DC Law Students in Court program representing indigent clients in a variety of legal matters.  In addition while in law school Judge Nolan received both the Shapiro Public Service Internship Award, and the 1998 Patricia Roberts Harris Award, the Black Law Students Associations student of the year award.      

Upon graduating from George Washington University in 1998, Judge Nolan obtained a judicial clerkship position with the Honorable Russell F. Canan of the Superior Court.  In that capacity he worked on a variety of domestic relations and drug court issues.   Judge Nolan then joined the Public Defender Service for the District of Columbia where he spent the past 11 years doing trial work on all levels from Juvenile criminal matters through the most serious adult felony one criminal cases.  While with the public defender service Judge Nolan also did a rotation in the appellate division where he had an opportunity to argue cases before the District of Columbia Court of Appeals.  Judge Nolan while at the Public Defender Service was a member of the hiring committee, the forensic practice group and a former chair of the Deborah T. Creek Criminal Practice Institute which provided training to local criminal practitioners. Judge Nolan is married to Dr. Pamela Carter-Nolan, Associate Dean of Medical Education at the Howard University College of Medicine and has two sons Avery age 11 and Jerrod age 9.
