Bio

John C. Truong was nominated by President Donald Trump to be an Associate Judge of the Superior Court of the District of Columbia on September 2, 2025. His nomination was confirmed by the United States Senate on December 18, 2025.

Judge Truong received his Bachelor of Arts from the University of Southern California. He also studied at the University of Sussex, in Brighton, England. He received his Juris Doctor from the American University Washington College of Law and Master of Arts degree from the American University School of International Service.

He joined the U.S. Attorney’s Office for District of Columbia in 2005 and held several positions throughout his tenure there. He first served as a defensive Assistant U.S. Attorney in the Civil Division, where he represented federal executive government agencies in a variety of civil litigation in federal court, including constitutional claims, employment discrimination, Federal Tort Claims Act, the Privacy Act, Freedom of Information Act, Administrative Procedure Act, and defense of government officials sued in their individual capacities. Judge Truong later joined the Criminal Division, where he was responsible for the investigation and prosecution of most misdemeanor and felony crimes brought in the Superior Court for the District of Columbia. He later returned to the Civil Division and eventually became an Affirmative Civil Enforcement attorney, responsible for investigating and litigating cases to recover taxpayers’ money lost to fraud or other financial misconduct under the False Claims Act and other relevant statutes.

He subsequently served as Senior Litigation Counsel, where he was responsible for the Civil Division’s training and acted as counsel on certain special litigation. He also served as its Civil Rights Litigation Coordinator, where he supervised and worked on affirmative civil rights litigation relating to lending, education, public accommodations, and rights of individuals with disabilities. He later became Deputy Chief in the Civil Division, where he supervised Assistant U.S. Attorneys in all aspects of civil litigation in federal district court. Judge Truong held this position until his confirmation.

Prior to joining the U.S. Attorney’s Office, he practiced at Morgan, Lewis & Bockius LLP. Judge Truong clerked for the Honorable Ricardo M. Urbina of the U.S. District Court for the District of Columbia.

Judge Truong was President of the Asian Pacific American Bar Association of the District of Columbia (APABA-DC) and later was awarded the APABA-DC Member Appreciation Award for his continuing involvement and mentorship. He was also recognized by the National Asian Pacific American Bar Association (NAPABA) as one of its Best Lawyers Under 40.
