David P. Clark
Bio
David Clark began his career as an attorney-adviser to presidential appointees at the Federal Labor Relations Authority in 1998, and has been a full-time arbitrator, mediator, and administrative judge since 2001. In 2014, David was appointed by the Comptroller General of the United States to a 5-year term as an ALJ at the GAO’s Personnel Appeals Board, where the Members hear and decide labor and employment matters. Also, in 2016, Secretary of State Kerry appointed David to membership on the Foreign Service Grievance Board, where he served two terms reviewing employee grievances involving the U.S. foreign affairs agencies. Currently, among his other duties, David serves as a part-time administrative judge for the Office of Congressional Workplace Rights (OCWR) on Capitol Hill. David is a member of the National Academy of Arbitrators, and is on the FMCS roster of arbitrators and the AAA’s labor and employment panels.
David is a graduate of the American University Washington College of Law (WCL), and holds an M.A. in conflict resolution from the American University’s School of International Service (SIS). He is an Adjunct Professor at WCL, where he has taught a course on Alternative Dispute Resolution, and is active as a coach for students involved in mediation and negotiation competitions. David is a member of the bar associations of New York, New Jersey, and the District of Columbia, and is certified by the Supreme Court of the Commonwealth of Virginia to practice mediation.
