D.C. Superior Court Adds Three Magistrate Judges to Fill Recent Retirements

The DC Superior Court’s Board of Judges today approved three new magistrate judges, appointed to fill
the vacancies created by the retirements of Magistrate Judges Diana Harris Epps, Karen Howze and
Michael McCarthy:


Rahkel Bouchet is a Principal in the Bouchet Law Firm, where her areas of concentration are:
alternative dispute resolution, civil, criminal, employment, education and family law. In addition, since
June of 2013, Ms. Bouchet has served as Supervising Attorney of the Child Welfare Legal Clinic at
Howard University School of Law.


Ms. Bouchet graduated from Howard University with a Bachelor of Arts degree in Legal Communications
and received her law degree from Howard University School of Law. Upon graduation from law school,
she worked as Principal and General Counsel of Two-Four Enterprises in Houston, Texas.
Diane Lepley is in private practice, specializing in criminal and civil litigation. Ms. Lepley practices
extensively in DC Superior Court and the US District Court for DC. She is the former Director and Vice
President of the DC Association of Criminal Defense Lawyers.


Ms. Lepley received a Bachelor of Arts degree in English/Speech from the University of IllinoisChampaign,
a Masters in Speech Communications from West Virginia University and a law degree from
The George Washington University. Upon graduation from law school, she clerked for the Honorable Tim
Murphy, DC Superior Court.


Shana Frost Matini serves as a trial attorney with the Office of the Attorney General for the District of
Columbia where she defended the District of Columbia against a wide variety of claims in both the DC
Superior Court and US District Court for DC.


Ms. Frost Matini is a graduate of The George Washington University with a Bachelor of Arts degree in
International Affairs. She earned her law degree from the District of Columbia School of Law. After
graduating from law school, magna cum laude, she served as law clerk to the Honorable Richard A.
Levie, DC Superior Court.
