Acting Executive Officer

Dr. Cheryl R. Bailey

Dr. Cheryl Bailey presently serves as the Acting Executive Officer at the District of Columbia Courts where she oversees divisions which provide technical and support services, including contract and procurement, legal counsel, capital projects and facilities management, budget and finance, human resources, training, strategic management, information technology and court reporting. She joined the DC Courts in 1984 as the Social Services Division’s Chief of Research. Since that time she has served as the Senior Operations Management Analyst and as the Assistant to the Executive Officer for Policy Development and Program Management.

During her career at the Courts, she has administered court improvement projects designed to increase the efficiency of court operations and provide enhanced services to the public. Dr. Bailey staffed the District of Columbia Domestic Violence Coordinating Council and served as a Commissioner on the Mayor’s Commission on Violence against Women. She served as the Project Director for the Court’s Domestic Violence Project and the Supervised Visitation Center and as the Project Coordinator for the Court’s Civil Delay Reduction Program. Dr. Bailey was the recipient of the Council for Court Excellence’s Justice Potter Stewart Award and the DC Coalition Against Domestic Violence’s Leadership Award for Eradicating Domestic Violence for her work on the Domestic Violence Project. She received her undergraduate degree from Ohio State University and her Master of Science and Doctor of Philosophy Degrees from Howard University with a major in developmental psychology. She is a licensed psychologist in the District of Columbia and Maryland.
